Hybrid Blockchain Governance by Shirley Henderson

The intention of this paper is to layout a set of principles for a hybrid governance of the blockchain with the flexibility to be implemented in any necessary method.

Why a blockchain should have a governance?

In my definition of governance includes legitimacy which the main aspects that give legitimacy to a blockchain are it’s security, and decentralization life capabilities

Exist many blockchains however the blockchain that runs with a set of rules and regulations would become more legitimate the blockchain that obeys the rule of law it would have a more high rating of approval people would feel safe to participate in the dealings of the blockchain that follows authority than the one that does not.

Why is good to implement a hybrid blockchain governance?

The name hybrid is for the combination the social aspect using the US Rule of Law along with the Human Rights, gender equality, and Technical aspect for AI machine learning and cryptography for the Blockchan Governance.

In the social side:

As on today our society in the county with the highest degree of freedoms of the protection of th rights of human being is USA which is rule by the United States Judiciary system under a democratic political system. However, the blockchian could adopt the USA legal system to become global withing the confinements of the blockchain and inter- operabilty.

Let’s make an analogy people know the difference between buying something on the black market where the person can buy something maybe cheaper but could be taken advantage of without any legal consequences vs buying something in a store that had a permit to sell goods that would give them some type of insurance regarding their purchase. Again the term legitimate comes to place.

When the rule of law was invented they never imagine that a machine, or an artificial intelligence could behave, or represent a human, for instance e-signatures are becoming legitimate peoples signatures

and the technology will continue its development in this case we are talking about the blockchain and smart contracts, financial transactions and other functions yet to be develop.

We have the precedent of the centralized social media networks and other centralized applications that have become abused by bad actors however the damage is real. The concept of privacy is utilized when the Applications (Apps) users account information becomes illegally harvested, or sold without peoples authorization or users with the majority of fake followers gain a plutocratic control of the network.

In the technical side

We need an agreement for developers code of conduct to not to upload buggy software that will harm the system

The implementation for recovering funds when stolen in a form of insurance.

And the list can grow as the needs grow in the future.

Since this is 2019 and all we know about loosing the control over the bad actors infringing centralized social media networks and other Apps this can serve as an analogy to prevent similar examples

I will only explain the principle because the methods of how bad actors can try to corrupt or take control and advantage of the blockchain could be millions along the way.

Sometimes is best to remove a feature that represents incentives that can be abused by bad actors Eg. likes on social media that lead to followers and like farms (corruption). Eg 2 @cent is a decentralized app w/no like button that prevents it.

I understand that the decentralized space that is been built it has not been seen before. Using the like button example we could add more features to the corruption chain such as followers that too can be faked

I concluded that it doesn’t matter what the feature is if exposed to bias for corruption it will be corrupted. So what to do? Minimalism the architectural concept that less is more. In what areas to be used? Infinite.

Not to be confused to delete all useful features for the sake of minimalism but it will be so obvious what needs to be deleted such as that which serves corruption. Now things should work so Decentralized that even with a missing feature the Blockchain keeps working.That is my principle for technicality in Governance.-Shirley Henderson

One important thing is to secure the safety of humans when machines are starting to develop super intelligence and automation become normal.

The human developers may be replaced by the machines developers artificial intelligence (AI) with deep learning capabilities they also should obey the rule of law and the most important it has to be a standard of metrics that verifies that the AI has a level of human empathy with moral values to become an AI developer and be programmed to serve the human kind and never to destroy or harm humans or program code that will influence in human racism, war, or dictatorship. Just like exist guidelines to permit a human to become a developer so the AI has to go thru the selection process.

Right now the computers are not quantum computers or anything that can be created in the future to prevent Skynet, or any artificial intelligence from taking control over the systems some type of shot off mechanism should be installed.

In conclusion:

The hybrid authority will be for the social aspect the US judiciary system in a global scale withing the confinements of the interoperability of the blockchain and for the technical aspect the white paper of the blockchaine

In a Hybrid Blockchain Governance

Will have a human and AI developers code of conduct that would preserve the safety and stability of the blockchain and humans.

To prevent internal and external bad actors to damage the blockchain or its functions even when under interoperability with other blockchains, the US judiciary system until a better judiciary system emerges will be used to punish the crimes.

Will have the principles of removing any feature that can be the cause of corruption from bad actors within the system having the ability of the decentralization to keep working when one corrupted feature is been found and removed until replaced or improved.

Installation of a Skynet prevention shot off mechanism.

In regards of upgrades, adjustments and modifications to the blockchain

under this hybrid blockchain governance guidelines the consensus between researchers, developers, and users will become more focus oriented to the good of human kind.

Governance Basic Rules

These rules will give a blockchain a secure and legitimate status.

A blockchain is a powerful technology that need to maintain integrity for the good of human kind at all cost because insiders and outsides of the decision making of the blockchain could be manipulated by their own interest. The best governance principles for any function, upgrades, changes, or adjustments of the blockchain should be considered by the following rules:

  1. It needs to be keep on chain and decentralized
  2. It needs to not be vulnerable to plutocracy
  3. It needs to not be vulnerable to bribing attacks.
  4. Follow the white paper base.
  5. Open source.
  6. It needs to serve the good and life of humanity

More rules could be added as the technology changes but these six first rules should remain.

Primary versus Secondary Authority

The various sources of law may also be broken down into primary and secondary sources of law. Primary sources of law may be mandatory on a particular court, or they may be merely persuasive.
