Great problems call for great measurements, in 1968 seatbelt law became a federal law requiring all cars to be to be fitted with seat belts. Right now during the global pandemic of covid-19 lives are been protected when they use a mask. People are not liking the use of the mask and the lockdown putting the rest of the population at risk of contagion.
Let’s say that the use a mask during an epidemic/pandemic outbreak law is in place and people get fines for none compliance how much of a success rate of lowering the spread of the virus will be reduced. China claims that because they had a rigorous lockdown of 73 days using the mask during and after quarantine and social distancing their percentage of spreading the virus to other regions and within was suppress to a 90% of expected if they would not take those measurements
What this paper is trying to prevent is a second wave of outbreaks in countries that had an early respond for the lockdown and the use of the mask as well as social distancing but relaxes after the rate stopped going up. As we learned for the pandemic of from September 1918 -half of 1919 the people of San Francisco did not like to wear a mask for more the two months and they protested to have the oder remove only to have a big gathering of people to take their mask at the same time to celebrate and getting hit harder by a second wave of the Flu pandemic making the extension for he use of the mask for the good half of the next year.

Naturally we will ask but where the funding to pay for those incentives would come from?

Just like insurance companies reward with discounts to costumers who had not had a car accident. How about to pay people who had not get a ticket for not wearing the mask get X amount of free gallons of fuel at the pump this will get the wheels of the economy going once again.
This could become a case study for other companies who would like to sum up to the incentives use of the mask program.
Something like this have never been done before, I look with optimism that each country could enforce the use of the mask during an epidemic/pandemic law at a global scale just like what happen with the use a seat belt law.

In conclusion
The mask law has been effective in countries such as China that had a quarantine of 73 days where the mask was used during and after quarantine. This experimental theory suggested the use of the mask two months after the quarantine to extinguish the virus and prevent consecutive outbreak waves.
Social distancing is in progress in many parts of the world but the use of the mask appears more effective then any other preventive measure when people are exposed in public areas or in direct contact with other people such in schools, work places and public transportation.

Grandes problemas requieren grandes medidas, en 1968 la ley de cinturones de seguridad se convirtió en una ley federal que requería que todos los automóviles fueran equipados con cinturones de seguridad. En este momento durante la pandemia mundial de covid-19, las vidas están protegidas cuando usan una máscara. A las personas no les gusta el uso de la máscara y el bloqueo, lo que pone al resto de la población en riesgo de contagio.
Digamos que el uso de una máscara durante una ley de epidemia / brote de pandemia está vigente y las personas reciben multas por incumplimiento si se reduce la tasa de éxito de reducir la propagación del virus. China afirma que debido a que tuvieron un bloqueo riguroso de 73 días usando la máscara durante y después de la cuarentena y el distanciamiento social, su porcentaje de propagación del virus a otras reacciones y en el futuro se redujo al 90% de lo esperado si no tomaran esas medidas
Lo que este documento está tratando de prevenir es una segunda ola de brotes en países que tuvieron una respuesta temprana al bloqueo y al uso de la máscara, así como al distanciamiento social, pero se relaja después de que la tasa dejó de subir. Como nos enteramos de la pandemia de septiembre de 1918, la mitad de 1919, a la gente de San Francisco no le gustó usar una máscara durante más de dos meses y protestaron para que se quitara el oder solo para tener una gran reunión de personas para llevar sus Máscara al mismo tiempo para celebrar y ser golpeado con más fuerza por una segunda ola de la pandemia de gripe que hace la extensión para el uso de la máscara durante la buena mitad del próximo año.

¿Qué tal pagarle a las personas que no han recibido una multa por no usar la máscara obtener X cantidad de galones de combustible gratis en la bomba? Esto hará que las ruedas de la economía vuelvan a funcionar.
Esto podría convertirse en un caso de estudio para otras compañías que deseen resumir el uso de incentivos del programa de máscara.
Algo como esto nunca se había hecho antes, miro con optimismo que cada país podría imponer el uso de la máscara durante una ley de epidemia / pandemia a escala global al igual que lo que sucede con el uso de la ley del cinturón de seguridad.
